Joy Liddicoat

Joy works for the Association for Progressive Communication (APC) co-ordinating the internet rights programme. She joined APC in April 2011 and was previously a Commissioner with the New Zealand Human Rights Commission from 2002 to 2010. Joy is based in New Zealand and completed her Masters of Law (Distinction) at Victoria University of Wellington in 2010 (on domain name dispute resolution) and an LLB (Hons) at Canterbury University in 1987. Joy’s expertise is in human rights issues in the Asia and Pacific regions, women’s and LGBTI rights as well as human rights and the Internet. Joy is a member of InternetNZ and chairs the board of the Domain Name Commission Limited which oversees the system of domain name registration for the country code top level domain .nz. Joy is also a member of the Pacific ISOC Chapter. In October 2011 Joy was elected by the Non Commercial Users Constituency as a Councillor for a two year term representing Non Commercial Stakeholders on the Generic Name Supporting Organisation of ICANN.
